Overview

The Portuguese Government, through the Ministry of Science, Technology and Higher Education, is entering into a long-term collaboration with the Carnegie Mellon University (CMU) focusing on basic research and education. The objectives, framework and structure of the collaboration were developed during a six month assessment study conducted by CMU between March and September 2006, which concluded that the excellence of the research identified in Portuguese research centers throughout the assessment exercise recommends that CMU foster collaborations with Portuguese institutions. It refers that “…CMU has recognized from the beginning the goals of the Portuguese government and of the Portuguese Universities and Research Institutions, their quality and international reputation, as well as the excellence of their faculty.…we recognize that Universities and Research Institutions in Portugal are of high quality and are internationally recognized, and their faculty includes first-rate researchers. Our assessment also identified structural shortcomings and inadequate practices that constraint the activity of the faculty and limit the impact of these institutions. The success of the CMU-Portugal initiative will depend very much in recognizing these insufficiencies and confronting them directly. The administrations of several Portuguese Schools and Universities that we contacted consistently reassured us that they are prepared to address any identified deficiencies.”

The CMU-Portugal Program is governed by an international virtual institution, the Information and Communication Technologies Institute (ICTI), which is focused on Information and Communication Technologies, with two poles: ICTI@CMU, resident at CMU, and ICTI@Portugal, resident in Portugal. The Institute has a unified administration: a Board of Directors, an External Review Committee, and the directors of each pole.

The Portuguese Government intends to strengthen the country’s knowledge base at an international level through a strategic investment in people, knowledge and ideas and the CMU-Portugal Program has been designed together with other international partnerships with renowned research and education institutions worldwide to contribute adequate funding to support the development of basic research and education and to foster a set of new and diversified institutional partnerships. It should also be noted that the goals of the overall operation include launching and promoting new research-based consortia at a national level and the CMU-Portugal Program contributes for this effort by involving 12 different universities, 8 schools of higher education, together with a large number of research centres and 4 Associated Laboratories. From CMU, there are 6 Colleges, 8 Departments, and 6 Research Centers and Institutes that have direct involvement in this Program.

ICTI and the CMU-Portugal Program holds the promise of great impact on the educational and research system in Portugal. The CMU-Portugal Program has the following overall goals:

1. Create in Portugal first rate, internationally recognized, education and research programs in areas of great interest to the Portuguese society, including information technology, critical infrastructures, risk assessment, technology, innovation, and policy, as well as selected basic sciences, in particular, applied mathematics;
2. Promote in Portugal a new generation of technology-based companies, involving telecom operators, software companies and related institutions able to foster new economic activities at an international scale;
3. Recruit in the national and international arena a large number of students, post-docs, faculty, and researchers to join the education and research programs in Portugal;
4. Increase significantly the number of advanced degree graduates in a short period in highly relevant areas. Over 5 years, this collaboration will involve directly close to 300 post-graduate students (some 215 at the advanced degree level and 85 at the doctoral level);
5. Immerse the Portuguese institutions in a symbiotic environment with a leading international research institution;
6. Leverage the research carried out in Portugal with the research carried out at CMU in the context of these collaborations with a corresponding multiplicative effect;
7. Promote change and adoption of best practices by Portuguese Universities to make them nimble, to rapidly recognize and respond to new challenges and opportunities;
8. Establish a productive working relation between Universities and Research Institutions and high technology companies.

The CMU-Portugal Program is organized in three dimensions: advanced degree programs, doctoral programs, and research projects. The advanced degree programs and the doctoral programs are dual degree programs, i.e., the graduates of these programs receive two degrees – one awarded by Carnegie Mellon University and one awarded by the Portuguese Partner University. As such, the programs are structured to satisfy the degree requisites required by Carnegie Mellon University and the Portuguese University awarding the degree. The advanced degree programs are delivered by Carnegie Mellon University in partnership with a Portuguese University.

There are three such programs:

1. Software Engineering, to be launched in partnership with Universidade de Coimbra, with faculty from other Portuguese Institutions;
2. Information Technology with focus on Information Security, to be launched by Faculdade de Ciências da Universidade de Lisboa, with faculty from other Portuguese Institutions; and
3. Information Networking, to be launched by Universidade de Aveiro in collaboration with Instituto de Telecomunicações, with faculty from other Portuguese Institutions.

Doctoral degree programs include PhDs in Computer Science, Electrical and Computer Engineering, Language Technology, Mathematics, and in the areas of Technological Change and Innovation and of Engineering and Public Policy. The research projects are in a number of areas and they complement well the educational programs.

The program will also involve CMU and Portuguese faculty, graduate students, post-doctoral associates and research staff. Visiting appointments of faculty at CMU and in Portuguese institutions will enrich the collaboration. Portuguese graduate students will spend time at CMU as visiting students and Portuguese students will be encouraged to apply to CMU for graduate degrees. The collaboration will involve opportunities for a significant number of professionals.

To develop the program in Portuguese institutions it is expected, besides the involvement of their faculty, the establishment of new contracts with invited professors and postdoctoral researchers with recognized merit in international basis, in a way that reinforces their education and research capability.

The program envisages the collaboration of students, researchers and professors of Portuguese institutions with research teams at CMU, where the “ICTI@CMU” will be developed, involving around 40 professors, and 80 graduate students at CMU annually. All CMU professors, researchers and PhD students will have a co-affiliation with a Portuguese Institution.

Industrial affiliates

The Program will involve a new companion effort, “CMU-Portugal Industrial affiliates” with the goal of fostering new research consortia in collaboration with CMU and Portuguese research groups, leading to new frontiers of transatlantic collaboration in science and technology. Companies that, from the start, have a major role in the CMU-Portugal Program include the incumbent operator (i.e., PT: Portugal Telecom, SGPS), major national companies and multinationals operating in Portugal, such as Novabase SGPS S.A. and SIEMENS S.A. – Portugal, respectively, and a set of technology-based firms, including Critical Software S.A., SkySoft Portugal – Software e Tecnologias de Informação S.A., Altitute Software S.A., Priberam Informática Lda. In addition, technology-based firms associated to INOVA-RIA (Associação de Empresas para uma Rede de Inovação em Aveiro) are also committed to participate in the Program.

Leadership

The CMU Program Director is José Moura, Professor of Electrical and Computer Engineering. The Portuguese Program Director is Victor Barroso, Professor of Electrical and Computer Engineering at Instituto Superior Técnico.

The Program has been planned to be governed by a single virtual institution, the Information and Communication Technologies Institute (ICTI), with two poles: ICTI@CMU, resident at CMU, and ICTI@Portugal, resident in Portugal. The Institute has a unified administration: a Board of Directors (BoD), an External Review Committee (ERC), and the directors of each pole.

This Board includes the following members:

• João Sentieiro, President of the Fundação para a Ciência e Tecnologia (FCT), who chairs the Board;
• Luís Magalhães, President of UMIC, representative of the Portuguese Minister for Science, Technology and Higher Education, MCTES;
• Jared Cohon, President of CMU;
• Pradeep Khosla, Dean of CIT, the College of Engineering at CMU;
• Victor Barroso, Director of ICTI@Portugal;
• José F. Moura, Director of ICTI@CMU;

The Board exercises its responsibilities by reviewing and approving the report on the activities of the Institute, its next year plan of activities, its annual budget, and proposals for potential new areas of collaboration. The Board has final arbitration over all matters regarding the Institute.

The Board should meet at least twice a year, with one face-to face meeting and other by video conferencing. The two directors (i.e., the Director of ICTI@Portugal and the Director of ICTI@CMU) form a Directorate that meets frequently for the daily running of ICTI.

The External Review Committee (ERC), nominated by the President of the Fundação para a Ciência e Tecnologia (FCT) and Chair of the Board of Directors, reviews annually the activities of the Information and Communication Technologies Institute suggesting possible changes to the Institute’s programs, including the launching of new programs or the cancelling of existing programs.

Professor Sir John O'Reilly, Vice-Chancellor of Cranfield University, UK, is the Chair of the External Review Committee.

The activities of ICTI are divided in two major groups: Research activities that include the research and PhD programs, and the educational activities that include the different advanced degree programs. The two Directors of ICTI (in Portugal and at CMU) appoint Research Directors and Education Directors at each pole to head ICTI’s research activities and educational activities. The Research and Education Directors help the two Directors to run the Institute’s educational and research programs.

The two Directors, as well as the Research Directors and Education Directors, may be advised by Advisory Boards that help define the research and educational agenda of the Institute. The members of the Advisory Boards are chosen among the Research Directors, Education Directors, Coordinators, and PIs of the Institute’s areas and programs. It also includes members of companies and institutions involved with the activities of the Institute.

Faculty, graduate students, and post-docs associated or supported by the Institute will receive an appointment as “CMU-Portugal Fellows” with the corresponding rights and responsibilities, namely, in terms of a co-affiliation with a Portuguese University. As a best practice, given that faculty are periodically reviewed in US Universities, the Institute will establish mechanisms for the periodic review of “CMU-Portugal Fellows”. This review will be activity and curriculum based.

The Fundação para a Ciência e Tecnologia (FCT) in close collaboration with the Directors of the two poles of ICTI will establish an industrial affiliates program to promote the active participation of Portuguese and multinational companies in defining its research and education agenda. The degree of involvement can vary, but the criteria are to be defined by the Board of Directors. Companies can be expected to fund graduate students in the advanced degree programs, to be involved in the studio components (namely of the Master of Software Engineering, among others to be established) and to provide internships to projects in the other Master of Science programs, tying the students’ projects to real firm needs. Companies can fund doctoral students. Companies are also expected to support research projects of common interest to ICTI Partners and the Company. Finally, all the companies to be affiliated to the CMU-Portugal Program (and, therefore, to ICTI) are expected to make their own compromise to strengthen their investment in R&D; and to help increasing the business expenditure in R&D; (i.e., BERD) in Portugal, as measured by international standards (namely EUROSTAT and the OCDE). This should include the compromise of employing every year qualified experts and doctorates.

Portugal Telecom (PT) is the coordinator of the industrial affiliate program, according to the terms described in the contract signed by PT and the Fundação para a Ciência e Tecnologia (FCT).

Besides the involvement with private corporations, the CMU-Portugal Program and ICTI will establish partnerships with other Institutions and Agencies. In particular, two governmental agencies have been recognized as main partners of ICTI, namely: “UMIC - The Agency for the Knowledge Society”; and “FCCN – Fundação para a Computação Científica Nacional”, the national foundation for scientific computation.

Other national agencies and governmental departments in Portugal are expected to be involved in the program. In particular the national telecom regulatory authority, ANACOM, is expected to join an institutional affiliation program.

Prof. Henk Sol

Prof.dr. Henk G. Sol, born in 1951, graduated in 1974 "cum laude" from the University of Groningen, The Netherlands, with a MSc in Operations Research and Information Systems. He obtained a Ph.D. "cum laude" from the University of Groningen on the subject of ‘Simulation in Information Systems Development’ in 1982.

He was involved in the development and control of a Masters Program in Information Systems within the School of Economics and Management Science of the University of Groningen from 1974 to 1984.

Prof. Sol became a chaired professor of ‘Information Systems Development’ at Delft University of Technology in 1984, where he developed the Department of Information Systems to one of the leading Information Engineering Schools in Europe.

From 1992 – 1998 he was founding Dean of the new School for Engineering, Policy Analysis and Management. He prepared the merger, in 1998, into the Faculty of Technology, Policy and Management.

In 1992 Prof. Sol was appointed as Chaired Professor of ‘Systems Engineering’ at Delft University of Technology.

In 1999 Prof.Sol was appointed as Scientific Director of Delft Institute for Information Technology in Service Engineering and of the Airport Development Center.

From 2000 tot 2003 Prof.Sol was again Dean of the Faculty of Technology, Policy & Management and Chaired Professor of Systems Engineering, in particular Business Engineering and ICT.

His research focuses on the development of services enabled by ICT, management information systems, decision support systems and telematics. Currently his research interest shifts towards designing information-intensive, innovative organizations. He is a well-known author with a few hundred publications in these fields.

Under his responsibility 50 Ph.D. dissertations were finished.

Prof. Sol organized numerous international conferences and workshops and gave a great many invited presentations.

He serves on the editorial roles with journals as Decision Support Systems, Electronic Journal of E-commerce, Organizational Science, Communications of AIS and Information and Management.

He is member of IFIP TC 8, W.G. 8.1, 8.2, 8.4 and various other professional organizations. He received the IFIP Outstanding Service Award as well as the IFIP Silver Core.

He is one of the founding fathers of AIS and one of its first vice-presidents.

He has acted as a management consultant for a large range of national and international organizations since 1972. He is chairman/member of the (Supervisory) Board of Directors of several companies.

Prof. Roland Clift

Roland Clift is Distinguished Professor of Environmental Technology and Founding Director of the Centre for Environmental Strategy (CES). His research specialisation is in the broad field of Environmental System Analysis, including Life Cycle Assessment, Industrial Ecology and Sustainable Energy Systems.

Prior to his present appointment, Professor Clift was Head of the Department of Chemical and Process Engineering at the University of Surrey for 10 years. He is a Fellow of the Royal Academy of Engineering, of the Institution of Chemical Engineers and of the Royal Society of Arts, and an Honorary Fellow of the Chartered Institute of Waste and Environmental Management. He is also Visiting Professor in Environmental System Analysis at Chalmers University, Gothenburg, Sweden and a Director of the Merrill Lynch New Energy Technologies investment trust. In 2005 he completed a 9 year term as a member of the Royal Commission on Environmental Pollution, and acted as Expert Adviser to an enquiry by the House of Lords Science and Technology Committee in “Energy Efficiency”. In 2006,he begins appointment as a member of the Science Advisory Council of the Department of the Environment, Food and Rural Affairs (Defra). He is a past member of the UK Ecolabelling Board, and of the Royal Society/Royal Academy Working Group set up at the instigation of the Department of Trade and Industry to examine, inter alia, the risk and regulatory issues raised by nanotechnology.

In 1994 Professor Clift was awarded an OBE for his services to science and technology. In 2003 he was recognised as a Distinguished Professor by the University of Surrey and also received the Royal Academy of Engineering’s Sir Frank Whittle Medal “for outstanding and sustained engineering achievement contributing to the well being of the nation”. Professor Clift was honoured in the 2006 New Year's Honours as a Commander of the British Empire (C.B.E.) for his services to the environment.

Dr. Robert E. Skinner, Jr.

Robert Skinner has been the Executive Director of the Transportation Research Board (TRB) of the National Academies of Sciences and Engineering since 1994. TRB is a non-profit organization that promotes transportation innovation by sponsoring professional meetings and publications, administering applied research programs, and conducting policy studies. It serves as an independent adviser to the federal government and others on scientific and technical questions of national importance.

the staff director for congressionally mandated studies. He has overseen studies on a diverse range of topics including highway design, highway safety, truck size and weight regulations, high-speed passenger rail, maritime transportation policies, and airline deregulation.

Prior to joining TRB in 1983, Mr. Skinner was a Vice President of Alan M. Voorhees and Associates, a transportation consulting firm, for which he managed the firm's activities in the eastern United States.

Mr. Skinner earned his bachelor's degree in civil engineering from the University of Virginia in 1969 with high distinction. He earned a master’s degree in civil engineering from the Massachusetts Institute of Technology in 1971. A registered professional engineer, Mr. Skinner received the James Laurie Prize from the American Society of Civil Engineers.

Prof. César Dopazo

PhD Aeronautical Engineer by the Polytechnical University of Madrid (1977). PhD Mechanical Engineer by the University of the State of New York (1973). University professor of Mechanics of Fluids of Centro Politécnico Superior (CPS) of the University of Zaragoza (UZ) from 1981 and Director of the Research laboratory in Technologies of Combustio'n (LITEC), Mixed Center CSIC/UZ/DGA. Director of the Department of Science and Technology of Fluids Materials and of the UZ (1990- 1992 and 1997-1999).

Student Graduated at the University of the State of New York (1970-1973), postdoctoral Investigator in that same University (1974) and in John Hopkins (1974-1975). Visitor Professor of the University of the State of New York (1977) and of the Independent National University of Mexico (UNAM) (1995), as well as Invited Professor of the University of California in Davis (1989), of the University of Southern California (1989) and of the École Centrale de Lyon (1993).

Between 1978 and 1980, Engineer of Departamento Técnico-Económico de Unidad Eléctrica, S.A. (UNESA), company in which he has acted like Consultant from 1980 to 1987. He has been Advisor of the Brookhaven National Laboratory (1979-1985) and of the United Technologies Corporation (USA) (1991-1992).

His activities in investigation and technological development are centered in the fields of the combustion, turbulent flows with chemical reaction, two-phase flows, atomization, industrial dispersion of polluting agents and, in general, aerodynamics and hydrodynamics. In those fields he has managed Projects of R&D; in National and European Programs (JOULE) as well as industrial Contracts of development and demonstration in the Power Sector. He has coordinated Projects BRITE/EURAM Program (1993-1998) on aero engines of low emissions, with participation of several universities and companies (Rolls Royce, BMW-RR, SNECMA, VOLVO Alpha Romeo Avio, MTU, Turbomeca, etc.). His work is refered to in several doctoral theses, numerous publications in international scientific and technological magazines and presentations in congresses.

He has organized several international congresses in the fields of R&D; and he is a member of scientific and organizing committees, international conferences and symposiums. He is evaluator of several international scientific magazines and belongs to the publishing committee of some of them. He has organized conferences and lectured courses in Colombia, Cuba, Mexico, USA and Europe.

He has been a member of the Direction Committee of the École Centrale de Lyon (1984), vowel of the Advisory Council of Investigación (CONAI) of the General Delegation of Aragón (1984- 1990), Coordinator of the Area of Mechanical and Textile Engineering of the National Agency of Evaluación and Prospectiva (ANEP) (1986-1988), vowel of Group V for the reform of curricula of technical lessons (1987-1988), Advisor of the Secretariat of State of Universities and Investigación (SEUI) (1986-1987) in the Project ODIN of super-computing, Delegate of the Ministry of Education and Science in the Committee of Management and Coordination of BRITE/EURAM Program of the European Union (1986-1987) and vowel (Vice-rector) of the Managing Commission of the University Carlos III of Madrid (1990). Prof. Peter Cavanagh

Peter R. Cavanagh, Ph.D., D.Sc. (Med.) is the Virginia Lois Kennedy Chairman of Biomedical Engineering at the Cleveland Clinic Foundation (CCF). He came to CCF in 2002 from Pennsylvania State University, where he was Distinguished Professor of Kinesiology, Orthopaedics and Rehabilitation, Medicine and Behavioral Health.

Dr. Cavanagh’s involvement with space life sciences began in 1987, when he worked on a research project involving the shuttle treadmill with physician-astronaut William Thornton. He subsequently consulted for NASA on a number of issues related to exercise countermeasures. In 1989 Dr. Cavanagh received a grant from NASA to develop a zero-gravity locomotion simulator. He was subsequently appointed as co-chair of the Musculoskeletal Committee of the Human Research Facility Science Working Group (HRF SWG). This team was responsible for the identification and specification of biomechanics and exercise physiology hardware that has since been installed in the HRF racks on the International Space Station. In 1996 Cavanagh was awarded a NASA Life and Microgravity Sciences grant to study the biomechanics of exercise countermeasures. He worked closely with NASA and Lockheed Martin in the evaluation of the treadmill vibration isolation system (TVIS). This involved designing an experiment that flew on STS 84, and he also traveled to Moscow on behalf of NASA headquarters to help successfully negotiate the installation of the TVIS aboard the Russian segment of the International Space Station. In 1998 Dr. Cavanagh was selected as a principal investigator for a flight experiment aboard the International Space Station to explore the relationship between lower-extremity action in space and the loss of bone and muscle. For the last five years, he has worked with a team of NASA engineers in the development of hardware, software, and crew training procedures. This activity culminated in the successful collection of data from the first subject on Expedition 6 on Christmas Eve 2002. This experiment is scheduled to continue through the next several ISS increments.

Dr. Cavanagh is also chairman of the Science Council for the Division of Space Life Sciences of the Universities Space Research Association (USRA). Amongst his other space-related activities, Dr. Cavanagh presented the 2001 DB Dill lecture to the American College of Sports Medicine on the topic of The History of Life Science in Medicine in Space.

He has published a number of articles related to space life science. In 2003, Dr. Cavanagh was invited to join the NASA Reinvention Committee and also the advisory group to examine the provision of longduration medical care on the International Space Station. He has appeared on National Public Radio, commenting on the decision to launch the increment 8 crew to the ISS and has participated in the NASA TV program Increment 6 science update.

He holds several grants focusing on bone loss in simulated and actual microgravity. In February 2004, he was appointed Team Leader of the Bone Loss Team of the National Space Biomedical Research Institute, which involves not only setting priorities for space research on bone loss but also interacting with both experts and the lay public on the advances coming from such directed funding. In October 2004, Dr. Cavanagh was appointed Co-Director of the newly established Center for Space Medicine at the Cleveland Clinic.
