I would call it framework too: phpwcms v1.4.x!

phpwcms is a robust and simple but yet powerful web based content management system running under PHP and MySQL. phpwcms is in use on thousends of websites all over the world. Try it [some references]!

The Stable (development) release 1.4.1 r307 (Release date: February 14, 2009) is available on Google Code. Some features in this release are not final (calendar) but it's on a good way.

Older releases <=1.3.3 were available on SourceForge.net (but downloads seems to be broken). If you need help always try our support forum first or check phpwcms-docu.de. The old project site will be updated soon (I say that since very long time).

Development release: Use Subversion (SVN)!

If you are interested in a development release of the content management system phpwcms you can use project's Subversion repository. These should always be as stable as possible. Some more information can be found in our support forum [1] [2].
