I would call it framework too: phpwcms v1.3.x!

phpwcms release 1.3.3 (Release date: May 2, 2007) was the last official release. But it's recommend to not use it anymore because the stable (development) release 1.3.9 r213 (Release date: June 18, 2008) is available on Google Code. Some features in this release are not final (calendar) but it's on a good way.

Older releases <=1.3.3 were available on SourceForge.net (but why ever the project was removed - I'm still waiting for a statement). If you need help always try our support forum first or check phpwcms-docu.de. The old project site will be updated soon (I say that since very long time).

Development release: Use Subversion (SVN)!

If you are interested in a development release of the content management system phpwcms you can use project's Subversion repository. These should always be as stable as possible. Some more information can be found in our support forum [1] [2].
